Our Mission

With deep local roots and a national reach, C3 Wellbeing fosters healthier, more resilient environments that support mental health, prevent substance use, and nurture a culture of equity and wellbeing.

Through evidence-based programs, prevention strategies, consultation, intervention and response, and personalized support, we empower people to be and do their best at school, at work, and in their communities.

Our Story

Since 1985, we’ve worked as independent sister organizations: Coastline EAP, Rhode Island Student Assistance Services (RISAS), and Community-Based Prevention. Today, we operate as a single entity—leveraging our combined strength to amplify our impact across Rhode Island and beyond.

We believe meaningful support is comprehensive support. From prevention and advocacy to crisis resolution, we work quickly, thoughtfully, and collaboratively to connect people with the resources they need over time.

Our Leaders

Bernard DiLullo

Interim Chief Executive Officer

Bernard brings 40+ years of experience in child and adolescent behavioral health, adult mental health, substance use prevention, nonprofit leadership, and public-school leadership.

He served as the Superintendent of Schools in Johnston, RI, where he spent 15 years leading a district of 3,200 students and 500 employees. During that time, he provided social and emotional support for students, improved curriculum, and led the construction of a new central elementary school building.

At C3 Wellbeing, Bernard drives program strategy, prevention services, student assistance, employee assistance, and systems change initiatives. His approach is grounded in research-based practices, the fidelity of effective services for youth and adults, and a strong belief in distributive and collaborative leadership.

Bernard holds a Doctoral degree in educational leadership from Johnson & Wales University, a Master’s degree in clinical social work from New York University, and a Bachelor’s degree in psychology from the University of Rhode Island.

Outside of work, he enjoys spending time with family, the outdoors, and winter sports.

Director of Marketing, Brand & Accounts

With 20+ years of experience in marketing, communications, and nonprofit leadership, John has developed an approach that blends creativity with strategy—one that always aims to make information clear, accessible, and genuinely helpful.

He served as the Chief Operations & Strategy Officer at Day One and as the Director of Marketing at Meeting Street, where he helped strengthen mission-focused programs and expand community reach through thoughtful, strategic communication.

At C3 Wellbeing, John leads all marketing, brand, and client engagement efforts. He focuses on building strong relationships with organizational leaders to create meaningful, practical solutions that support employee wellbeing and healthy workplace cultures.

He holds a Bachelor’s degree in business administration/marketing from Stonehill College and is known for his collaborative style and ability to turn ideas into impactful results.

Outside of work, he enjoys playing golf, watching basketball, and spending time with his family.

Director of Employee Assistance Services

Carolyn has 28+ years of experience in employee assistance, clinical counseling, and workplace wellbeing.

She joined C3 Wellbeing in 2008 as an EAP Clinical Consultant responsible for supporting thousands of employees across the country and remains our go-to liaison with first responders.

Today, Carolyn oversees a dedicated team of Master’s-level counselors, ensuring that client organizations receive high-quality consultation and clinical support. Her work emphasizes accessibility, compassionate care, and responsive workplace support—and is grounded in collaborative problem-solving and a commitment to holistic employee wellbeing.

Carolyn holds a Master’s degree from Lesley University, a Bachelor’s degree from Boston College, and an CFRC (Certified First Responder Counselor). She is known for building trusted relationships with employers and elevating the standard of EAP support.

Outside of work, she enjoys being on the water.

Director of Community Prevention

With 10+ years of experience in prevention, education, and community-based wellness, Heidi has been recognized locally and nationally as a leader in the prevention field.

She was the Municipal Coordinator for the town of South Kingstown, RI, where she gained national recognition educating the community on the vaping epidemic.

At C3 Wellbeing, she drives prevention strategy, oversees evidence-based community programs, and leads statewide initiatives focused on reducing behavioral health risks. Her work places a strong emphasis on equity, access, and empowering youth and families—and is grounded in evidence-informed practices, community partnership, and inclusive prevention design.

Heidi holds a Master’s degree in education from the University of Rhode Island and is known for her high-impact leadership, technical expertise, and ability to build strong coalitions.

Outside of work, she enjoys knitting and playing with her dog.

Colleen Judge

Colleen Judge, LMHC

Director of Student Assistance Services

Colleen has 25+ years of experience in counseling, student assistance, and employee assistance.

She has worked extensively with middle and high schools across Rhode Island and spent 15 years at North Providence High School, where she worked closely with school teams to provide critical prevention and early-intervention support.

Colleen spent 12 years as an Employee Assistance Consultant, delivering supervisory training, account management, and critical incident stress debriefing services nationwide. She has also facilitated psychoeducational and family support groups in both batterer intervention and substance use treatment settings.

A past President of the Rhode Island Mental Health Counselors Association, she is dedicated to integrating substance misuse awareness into all prevention and treatment efforts.

At C3 Wellbeing, Colleen leads student assistance strategy, provides clinical supervision, and oversees project management. Her work is grounded in compassionate care, trauma-informed practices, and collaborative leadership.

Colleen holds a Master’s degree in Human Development and Family Relations from the University of Connecticut and maintains a private counseling practice.

Outside of work, she enjoys hiking with her dog, biking, and cooking with her family.

Chief Program Officer

Melissa brings 20+ years of experience in nonprofit, and government leadership—and specializes in youth development, equity, diversity, and inclusion.

She served as Executive Director of Inspiring Minds, where she expanded the organization to serve more than 3,000 students annually. She also worked as a Grant Officer at the Rhode Island Department of Education, overseeing a $50 million federal grant and driving statewide early childhood education reforms.

At C3 Wellbeing, Melissa leads program strategy and integration across all divisions. Her approach is grounded in collaborative leadership, systems change, and community partnership.

Melissa holds a Master’s degree in nonprofit management from Northeastern University and a Bachelor’s degree from the University of Massachusetts, Amherst. She is recognized for her strategic leadership, partnership-building, and commitment to youth empowerment.

Outside of work, she is a mom, a lifelong learner, and someone who never says no to good food or a good view.

Director of Finance

Oanh has 20+ years of experience in grant management, government and fund accounting, and nonprofit financial oversight.

She was the Chief Accountant at CCRI and the Controller at College Unbound, where she implemented new accounting systems and led the internal control process.

At C3 Wellbeing, she oversees a $10 million annual budget, ensuring financial stewardship, grant compliance, and transparency with state and foundation partners. Her work emphasizes accuracy, accountability, and mission-aligned financial strategy—and is grounded in operational excellence and a commitment to ethical fiscal management.

Oanh holds a Masters of Business Administration degree from Johnson & Wales University and a Bachelor of Science degree in Mechanical Engineering from the University of Rhode Island.

Outside of work, she enjoys walking with her family and their dog, as well as short day trips to different places in Massachusetts and New Hampshire.
